Vehicle Testing Terms and Conditions.

An Authorised Examiner may refuse to test a vehicle if:

  • The appropriate fee has not been paid in full
  • The vehicle turns up more than 10 minutes late*
  • The vehicle turns up on the wrong day
  • The vehicle identity cannot be proven
  • There is insufficient fuel or coolant for the test
  • The engine cannot be started
  • There are excessive fuel or oil leaks
  • The tyres are not inflated to the manufacturers recommended pressures
  • The vehicle is so dirty main components are not clearly visible
  • The interior of the vehicle is a potential health hazard
  • The vehicle emits substantial quantities of smoke or fumes
  • Any load is not properly secured (including fluids)
  • A vehicle not loaded where a load is required
  • The applicant has not declared the vehicle will be carrying a hazardous load

*A written appeal can be looked at if there exceptional circumstances

Driving Test Terms and Conditions

No driving test will be started:

  • if the correct fee has not been paid in full
  • if an out of date or invalid insurance certificate is presented at the time of test
  • if an out of date driving licence is produced
  • if an inappropriate driving licence is produced
  • if the vehicle is not licensed (taxed)
  • if the vehicle is not suitable for the test (see note)
  • if the vehicle has a mechanical defect
  • (for motorcycles) the rider is inappropriately dressed
  • if the vehicle does not have enough fuel to complete the test
  • if you turn up more than 10 minutes after the appointment time
  • if the weather conditions are so bad it would not be safe*
  • if an examiner fails to turn up for work*

No refunds will be given if less than 7 working days notice are given

A written application can be made if claiming exceptional circumstances for example medical emergencies.

  • *if test cancelled due to weather conditions the fee is not forfeited
  • *if an examiner fails to turn up for work the fee is not forfeited

Unsuitable vehicles are:

  • A convertible with the roof off
  • Vehicles with opaque plastic rear windows
  • A vehicle so old it does not have seat belts fitted
  • A vehicle fitted with a roll cage
  • A vehicle not fitted with an offside or nearside mirror
  • A NON Manx registered vehicle

University College Isle of Man Terms and Conditions - Regarding a Driving Theory Test

To take a theory test:

  • You must be 16 years or over to apply for a test.
  • Photographic identification must be provided, for example you may use your Isle of Man driving licence (provisional or full), valid passport or countersigned photograph.
  • The person countersigning Part B of this form:
    • must be resident in the Isle of Man
    • must not be a member of your family (either a blood relative or connected by marriage)
    • must be a Member of Tynwald, Minister of Religion, Advocate, Bank Officer, Civil Servant, School Teacher, College Lecturer, Police Officer or Doctor or another professionally qualified person
    • must have personally known you for 2 years

You cannot take a test:

  • if the correct fee has not been paid in full
  • the candidates identity cannot be proven
  • if an out of date identification is produced
  • if you turn up after the scheduled appointment time
  • if a candidate abuses a member of staff
  • the candidate turns up on the wrong day or wrong time
  • the candidate is not dressed or presented in a suitable manner, for example their clothes, shoes or hands are covered in oil/tar/cement/dirt/etc

Consideration will be given to:

  • a written application can be made if claiming exceptional circumstances for example medical emergencies
  • if a test is cancelled due to weather conditions the fee is not forfeited
  • if an examiner fails to turn up for the test the fee is not forfeited
  • No refunds will be given if less than 7 working days notice are given
  • A written appeal may be considered if there are exceptional circumstances.

Candidates should be aware:

  • This is a computer based test and, in view of the requirements for hazard perception testing, there is no paper alternative available to candidates. When taking the test, answers can only be selected and de-selected using the computer mouse, there is no option to use a keyboard.
  • The test is made up of two parts, a multiple choice question paper and a hazard perception test. You must pass both elements at the same test session in order to pass your theory test.
  • You must pass the appropriate theory test for a car or a bike before you apply for a practical driving test for a vehicle in the same group. (This does not apply if you intend to drive only a vehicle in group K, i.e. pedestrian-controlled vehicles or mowing machines).
  • The Pass Certificate is valid for a period of 2 years commencing on the date on which the theory test was taken.
  • Please supply details of any special needs or any form of reading/writing difficulty for example dyslexia or other reading difficulties you may have at the time you make your application by completing the ‘Special Requirements’ section.
  • If you need to cancel your test for any reason, you must give 7 days’ notice or you will lose your fee.
  • If you fail the test you must wait 7 days before re-applying.

University College Isle of Man Terms and Conditions - Regarding a Driving Instructor Theory Test

Anyone who wants to be an Approved Driving Instructor (ADI) must:

  • have held a ‘full’ (i.e. not provisional) driving licence for periods amounting in the aggregate to at least 4 years out of the 6 years preceding the date of his/her application (any period after passing the driving test during which a provisional licence is held may be counted towards the 4 years out of 6 years);
  • not have been under a disqualification for driving for any part of the 4 years preceding the date of his/her application;
  • be a fit and proper person to have his/her name entered in the Register. (Non-motoring convictions, motoring convictions including those not resulting in disqualification, are taken into account in assessing an applicant’s suitability);
  • pass all parts of the Register qualifying examinations.

It is an offence for anyone to give Professional Instruction (that is instruction for money or money’s worth paid for by or in respect of a pupil) in driving a motor car unless:

  • his/her name is in the Register of Approved Driving Instructors; or
  • he/she holds a trainee’s ‘licence to give instruction’ issued by the Registrar.

Special Notes

  • You must bring your current driving licence with you as identification when you attend for the theory test.
  • You have 3 attempts to pass the theory test after which you may not re-apply for a further 12 months. The Pass Certificate is valid for a period of 2 years commencing on the date on which the theory test was taken.
  • You must be aged 21 years or over to apply for a test.
  • If you need to cancel your test for any reason, you must give 7 days’ notice or you will lose your fee.

University College Isle of Man Terms and Conditions - Regarding a Motorcycle Instructor Theory Test

Qualifications for registration

You may not be authorised to act as a motor bicycle instructor unless you satisfy the Department that the following conditions are fulfilled:

  • you must hold a current licence, being a full licence to drive all vehicles in group A;
  • you must be at least 21 years old and have held that licence for an aggregate period of not less than four years;
  • you must not, during any part of the period of four years ending with the day on which your application (being an application to act as a motor bicycle instructor) is received by the Department -
    • have been disqualified under any provision of the Road Traffic Act 1985 from holding or obtaining a licence to drive a motor vehicle granted under Schedule 3 to that Act, or
    • have had any such licence suspended or endorsed under any such provision;
  • have passed an examination consisting of -
    • the written examination,
    • the driving ability and fitness test, and
    • the instructional ability and fitness test;
  • you propose to conduct all approved training courses (except element (E) thereof) on a site off roads which is approved by the Department for that purpose; and
  • apart from the fulfilment of the preceding conditions, you are a fit and proper person to act as a motor bicycle instructor.

You shall be regarded as having passed the examination only if:

  • you have passed the three parts of the examination in the order set out above; and
  • within two years after passing the written examination you have passed the other two parts.

It is an offence for anyone to give Professional Instruction (that is instruction for money or money’s worth paid for by or in respect of a pupil) in driving a motor bicycle unless his/her name is in the Register of Motor Bicycle (approved Compulsory Basic Training) Instructors

Special Notes

  • If you hold a current UK CBT Certificate this may entitle you to exchange it for an Isle of Man Certificate. Please contact the Vehicle Test Centre (Tel No. 01624 627431) for further information.
  • You must bring your current driving licence with you as identification when you attend for the written examination.
  • The Pass Certificate is valid for a period of 2 years commencing on the date on which the Theory Test was taken.
  • You must be aged 21 years or over to apply for a test and have held a full Category A motor bicycle licence for at least 4 years.
  • You may not apply for a test if, at the time of application, you are disqualified from driving.
  • If you need to cancel your test for any reason, you must give 7 days’ notice or you will lose your fee.
